Default Plastic piece that hangs under the bumper

I got an oil change today and as I was pulling my car out of the garage the piece of black plastic that goes along the front bumper broke right through the middle. It's the one that is right under the radiator kinda, maybe a tit towards the rear more. I've scraped it to **** too just from being low. Is it ok to take it off or does it serve a purpose?

I think it's mostly a splash shield, to keep water from spraying up. It goes up into the wheel wells, too. You can't see it, right? JB-Weld & some small pieces of metal (cut from a beer can?) to splice across the crack...
