Best Suspension setup for under $700 ?
springs and struts... hr or eibach matched with koni, bilsteins, tokicos.
I've got eibach with stock struts and the ride is compliant...I'll end up getting bilsteins or tokicos in the future.

Really depends on what your opinion is of "best." Most of the spring sets out there are too soft if you compare them against the GC or Tein setups.
I already have a Neuspeed strut bar. I definately want the KYB's(I did some research). I don't like the Eibach pro kit(too rough of a ride) i'll probably get some H&R springs. I want performance but I don't want to feel every tiny bump either. I am not into autocross so I don't need a real aggresive suspension.

best upgrade for the money? to make it handle better, or look better? Because i believe that the single best upgrade for any car is poly bushing kits, thats just my 2 cents
Though the only problem with the bushing kits is that if the suspension in general is sloppy having siffer bushings don't help because there is a lot more play in the stock shock/spring components than there is the bushings. Plus it's pretty obvious that the guy is looking more for looks than real world handling as well.
