looks like the comptech lip

 

i recomend you don't cut that out. it'll cause your bumper to flex a lot more. this is turn will cause your paint to chip and crack (if there isn't enough of the flex aditive in the clear coat). if you happen to have an aftermarket bumper you will notice this with a quickness
edit - this is true more for civics than integras
