When is the fan suppose to come on

When is the fan suppose to come on
I want to know when is the fan in front of the engine to come on. The right side, The left comes on but not the right. does it come on after the car is off? Thanks

The left side turns on whenever the a/c is on. The other fan on the radiator turns on when you engine reaches a certain temp. Mine turns on and off every 15mins?.
