is there a way to get the i-vtec to scream on the base like it does on the s.

In a nutshell, no. The K20A3 has a completely different i-VTEC system.

Read my post here for all the information you ever wanted to know about i-VTEC. It explains the differences between the two systems found in the K20A2 and the K20A3 in great detail.
