Default swapped the d15b2, but now wont start...any help?

We swapped the d15b2 out of my dads Civic, and got it finished last night. We're having trouble getting the new one started though, and wanted to see if you guys could help.

We are getting spark (Tried to check the timing w/ the light, it will flash but not constant enough to get an accurate reading)
Checked the fuel pressure, and we're getting pressure to the front.

It will turn over, but will not fire and just keeps going. What should we check next?

Did you put a new timing belt on it and install it a tooth off?

that gets my vote. Those ground wires to your battery, transmission, and valve cover have to be clean and tight to get the car running.

make sure your ground wires are hooked up
Check the grounding wire by the thermostat, its the main ground for your ECU.
