thats the only clue that i can see, but i always thought that if snow gets stuck on the inner rim then it eventually falls off at higher speeds....
god, i thought my lug nuts were loose but they werent..

Yeah it would affect it. I have had the same problem and then after I took it to a car wash and got it all out it was fine so that would be the only problem that I could have seen it being. You got to think a wheel weight doesnt weigh that much and if one falls off or something your wheel is off balance now take about 2-10 times that weight and stick it on one side of your rim it would for surely affect your wheel balance.
i've had to pull over on the side of the highway and clean out the snow from my wheel. i've had the worst vibrations from snow being packed to one side of the wheel.
so the long answer is yes, you will get vibrations from the snow making the wheel unbalanced.
