Anyone Know what lip this is?

I foudn this pic about a year ago and i still dont konw what kind of lip it is

Yah, I belive they just simply customed the bottom of a street fighter front bumper to his stock bumper. I think it looks pretty nice. I actually haven't seen that done before.
