Default Speedometer needle floating? Cold Weather or fluke?

Hey guys...weird question for you. I have a 96 turbo prelude, everything has been working fine for the past few months.

All of a sudden I'm driving it in the rain yesterday and I don't know if it's my imagination or not, but I punched the gas, boosted from 5mph to about 45 mph, let go of the gas and I swear the speedometer needle was just floating around 45 mph, even after i let go of the gas. It seems like it's delayed or something?! From a stop, I drove normally and I'm not sure but it seems like it's not moving until a sec after I am actually rolling, like it's giving my speed 1 second ago instead of right now.

It snowed 6" after I got back home, so I haven't been able to drive it since then. You guys think it's just a fluke from weather? One of those things that just goes away by itself? Or is it at all possible that somehow I punched the pedal hard enough to mess up the throttle cable or speed sensor near the wheel?

Oh yeah, I don't know if this has anything to do w/ it, but after the delay, I tried flooring it and my AFC read out throttle 96% instead of 100%.
