Cams that go bad!
I have a quick question, if a set of cams, have not been placed in a car, and visually they look perfectly normal, can they still be not operating right, or have something wrong with them, even though they have no visual damage?
I know that they won't be rotten but taste one and see if its "bad"
What exactly are you asking? Are you buying used cams? If so make sure they haven't been dropped, chipped or developed cracks from an impact. Other than that theres not much that can be "bad" with a new cam (unless it was manufactured incorrectly????)

One of the things you can visibly notice is heat damage on the lobes and journals. Look for discolored streaks which indicate there was a loss in oil pressure while the cams were running.
