Question about fuel cut on civic 98'

Question about fuel cut on civic 98'
Here a question from a guy I know..
He have a Civic 98 DX and he was asking how come his car cant go over 120mph
after he done it once..(dont know for sure, i wasnt riding when he's killing himself)
He have a stick, DX coupe
anyway, could that be a the speed governor?
any input would be
