JDM DC2R license plate holder?

I saw a mount the other weekend that was like a hinge. It was a metal bracket that bolted directly to the bumper, then it hinged to another bracket the held the plate.

I saw a similar type bracket a while back, but it was spring loaded and when the car travelled faster than 60mph (i think, maybe 70) the licence plate was forced back horizontally so it couldnt be read
