My car starts to burn oil, about 1 liter every 3000k of city driving with tech below 5k all the time. car has 190k.

I am sick of people over filling my engine oil when i bring in my car for service, and I don't have time to do it myself. They over filled my car 2 out of 4 last oil changes by 1 liter. how much harm can be done?
