Default Running rich.

(95 LS) Im running very rich (aprox 20-21mpg) I usually get 25-28. I replaced the injectors, and FPR, new plugs, wires, cap and rotor. I've done all I can think of. I also have noticed a performance loss, and when i took off my intake and opened the butterfly on the throttlebody, I could see/smell a gas vapor cloud come out. Compression is fine, so is leakdown. Any ideas?

why didnt you change ur o2 sensor and pcv valve, that can make it run rich,

Sorry, I changed the pcv valve(forgot to mention), and I didn't bother with the o2 because if thats bad doesnt it throw a code??

make sure you have all the vacum hoses on the right way... FPR diaphram may be open

I checked all the vaccume hoses and I replaced the FPR with a new one, chances of them both being bad are next to nothing.
