Help I got a problem

I got a 90'

Civic DX w/ jdm d15b swap and
it idles up and down at an idle like it has a cam or something
goes to 1 all up to 3500 or even higher to 4000
its startin to get annoying please help me out ???

check your throttle cable. fast idle valve and some other idle components. has it been doing this since the swap? or just recently?

its been get really cold here and it started up like mid lastweek ...

could it be vaccum lines?
