Help San Diego people (smog/inspection in 15 days!)

Help San Diego people (smog/inspection in 15 days!)
Finnaly my car is finished after 5 long months of waiting. I got 3 problems i need help with.
1. Just got notice from DMV saying thhat i need to get my car smoged in 15 days or i would have to pay some retared fees. My car JUST got back from AEBS and Pann (i know i know) and i need to make sure i have all my smog stuff in place. I have a B17 motor in a 91 CRX with a P28 ecu. The guys at pann said all my smog stuff is there, and from the looks of it it looks like it is but not 100% sure. Since i only have 15 days i would like to pass my smog in one shot. So if i can have someone maybe come by my garage and check it out, have a few beers i would appriciate it. Also if you know a lenient smog checker that would be much help too.
2. My check engine light somes on after 5 minutes of driving, I dont know how to check my codes. Maybe you can check that out too while your here. If not maybe a little help would be great.
3. My wireing under the dash is really messy, and i know some of the stuff (like the cluster) dosent work. I have a stock cluster, i also have a JDM ITR cluster also if that one would be easyer to wire up. It came with the harness but i have no idea what wires go where.
Any help with any of my problems would be greatly appriciated! Thank you!

i may be able to help you with the smog issue... i'll check a few slim "shady" places that i know of and see if i can get you a price tag... but you may want to try and get it smoged regular first.

great, do you think you can help me with some wireing problems i have? im having trouble starting my car now. If you know of any one that can come over to my house and help me that would be awesome. i have a B17 with a P28. It ran before but i probably acedently looseend some wires and now it dosent work.

i dont need a crazy shop that will pass my car, everything is legit. USDM, all my smog equiptment is there, I think its just thhe little things, i have no bottom box for my intake, a hose that goes to my TB from the canister is gone (becore the nipple is broken off). ect.. nothing super shady. just someone a litttle lenient.
