Engine surging 95 accord ex

THe engine is surging up and down in idle. any reason for this. the rpms jsut go up and down up and down in idle.

could be vaccum hoses with a leak or tear
could be bad idle control valve ICV
or maybe bad sensor up there intake sensor. look around and see if all is tight and not torn first

Possible bad FIV (fast idle valve) or vaccuum leak.
