the p28 and hondata itself will work but you will need a new obd2 to obd1 conversion clip.
96-98 are what you could say "obd2.1"
99-01 are what you could say "obd2.2"
although a 97 gsr and a 99 gsr are both obd2 cars, the ecu plugs are different.
buy a conversion clip or have one made for your car.
