yeah $400 isn't a bad price. i recently picked up a low mileage 1st Gen. B16A head complete cept for the dist. and TPS for only $275. i'd pay $300 but that's as high as i would go. even though most 1st Gen. heads are low mileage they often times need some work. and the dist. are OBD0.
