Default Fix power steering and air conditioning?

I have 2 Q's.

I've got a 95 DX sedan. The power steering seems very stiff to me and other ppl that have driven my car say it is very hard (even ppl that have the same car as me) but my mechanic said it felt fine. My fluid levels are topped off so that's not it. what could it be? is there a way to adjust it?

2nd Q. My air conditioning does not cool very well, I've read this is a problem from factory on 5th gen civics. It's pretty much had problems with this since the car was bought (back in 95, new). could this be refrigerant?? or the compressor??
if it's something that affects all civics is there something i could do to get the most out of it?? (i live in miami and heat is a killer)

Yeah I have an AC problem with my 92 hatch. Its blowing cool air in the summer but not ice cold air like my 96 civic. A/C is full of refrigerant and low side/high side presures are within spec.

I think its design thingy.

i have a 94 civic and my ac feels pretty nice, make sure the freon is still in there, if it is really that fucked up rip the system out and free up 30lbs. and as far as your ps... you may be having a problem with the actual pump. if worst comes to worst you can get a used unit(entire rack and pump) from a civic or integra and just replace it. it would cost under 200$ for parts and labor if your rack is really bothering you... or you can take the belt and pump out, loop the lines, and gain up to 5 whp plus drop 10lbs, considering it feels like you have manual steering already
