what year NSX can I buy with...

I want a manual tranny NSX. Can I get one around 35,000. If yes, What year?

Of course you can. Most likely a very nice '91-'93 for 35K.

It depends on mileage/whatever. I just bought my '94 Black/Black NSX w/ 65k for 36k. I wanted the newer wheels
