running too rich to pass emissions?

running too rich to pass emissions?
ok i have a 94 civic with b16 and running a chipped p28 and i am running to rich and didnt pass inspection or emissions, should i run a stock p28 to pass? or what should i do i only have 15 days to redo it 4 free or i loose my money please help 
also if you dont have one get a fuel pressure regulator it helps
