88-89 fenders, 90-91 fenders
they will fit. you just need to get the right headlights and corners lights for the fenders.

And on a side note, if you ever need to swap a 91 fender to an 88-89, all you gotta do is get the little plastic square clips that hold the screws for the corner light on. Both years have the pre-punched holes for these
hope it helps

The corner lights are different from 88-89 to 90-91.
These are 88-89 corners. The are shaped slightly different and have two screw holes in them.
These are 90-91 corners. They have no screw holes and are slightly longer on the top side.

just making sure everyones clear on this, the actual metal fender is exactly the same between all years and models.
the attachment of the headlights is different only by the little plastic and rubber tabs that can be separated from the headlight. (and quite frankly arent even needed, the one inside screw under the hood is sufficient, honda realized this which is why they removed the ugly screws) the side trim piece is interchangeable as well and easy to replace. while its obvious the later trim is thinner, youll notice that there is a bit of a gap to the bottom horizontal bend in the fender, which actually looks nicer than the thicker trim that uses the whole recess.
