cruise control won't work.... not enough vacuum???

the cruise control won't work on my Prelude. i used a T on the line going to the CC for the BOV, is it possible that the CC isn't getting enough vacuum for it to work?

Or you might have a leak. Whats is your vacuum at, it should be betweeb 18-22.
