i'm fairly sure that 5th gen preludes didn't have black housing headlights in japan (someone correct me if i'm wrong).
there are jdm foglights (aka driving lights) which sit flush with the bumper below the turn signals, but i believe the usdm and jdm headlights are identical.

No they don't exist...but you can do a black housing mod yourself...
