Default MY CRX will not pass emisions!!! B18A1 swap!

Posted this in tech thought i'd post it in here to.

So heres the deal! My car won't pass emisions. Dealership said it had code 17 vehicle speed sensor was missing! Running in open loop! I went to the dealership today 1/02/03 and said hey i need a wheel speed sensor for a 91 integra he said there was no such thing! Keeping in mind i just spent 42 bucks monday on emissions diagnosis for them to tell me this. They said this is why it was running rich they said it needed to be in a closed loop where the varying voltage that adjusts your injectors as the vehicle speeds up. Made sense cause i'm new to this whole ECU thing! Then they said to take it to another local dealership spend 80 bucks and have them hook it up they said thats all they needed to do was just hook it up and now i'm completely lost. One person says it's a wheel speed sensor, another says it's in the tranny, and another says it's on the back of the gauge cluster where the speedo cable plugs in! But no one but the dealership says this will cause it to run rich!!!!!!!!!!!
Any sugestions will help! I am sure i am not the first person to have this happen and i am sure a couple of you know whats causing this. It failed with high CO at 33.00 over a limit of 20.00. I am also at 5800ft. altitude. If anyone has any ideas of how i can get around this or fix it for good please let me know i only have 12 more days on my second temp tag left.

Check to make sure your speedometer cable is all the way in on your tranny. It should click into place and have a snap clip to hold it. If that's good, check on the back of your gauge cluster and make sure that end of the speedometer cable is clicked into place. After you fix the problem, make sure to reset your ECU and check for that or any other CEL's before you have it inspected again.

But does the ECU need a signal from the speed sensor or did the dealership just take me for $42.00!
