possible 6th gen accord theft in progress...need info

Default possible 6th gen accord theft in progress...need info

There is this 6th gen accord sitting outside my apt. It has been there awhile, like 3 months at least. I have never seen the owner. When I woke up this morning, I noticed the hood was popped. It is a 6th gen sedan, I'm not sure of the year. Its the one with the single crossbar in the front grille. There were no signs of a break-in. So, My questions are:

1. can the hood be popped from behind the grille outside the vehivle (since its a honda I assume yes)
2. is it normal for the hood latch mechanism to be visible from the front?
I thought there was supposed to be a piece of plastic blocking the latch, like behind the emblem in this pic:



I am probably going to stay up and see what happens tonight, but I would like to confirm that the car has actually been broken into so i have some idea of what to expect.

the car has sat in the same spot for 3 months? i would have called it it to see if it was stolen and if not see if your apt complex manager or lanlord or whatever keeps a record of what his/her tenants drive ( some do this to prevent random cars from being parked in the lot ) if its somebodys car maybe you might wanna check on them?
