I cut mine off yesterday. Been meaning to do it forever! As far as I've seen, it serves to be more of a Pain in the *** than a splash guard. I've replaces the clips/screws 4 times, ziptied it 3 times, and now I've finally done it in for good. I asked around before I did and a few people were like "you havent taken that off yet?" Once I lowered my car the damn thing seemed to have been hanging constantly. Every time you bottom out even the slightest bit (speed bump, whatever) expect it to be hanging.
I still have it on my '94. I had a lot of problems with it too. I found two things that fixed the problem:
1) wide, heavy-duty zip-ties. There's two rectangular holes in the splash guard where you can use the zip-ties to attach it to the frame.
2) stop driving the front of the car over curbs when you park. This rips the zip-ties out.
Since implementing these two measures, I haven't had any problems with it.

I've only hit one of thise things in my car once, ever. I learned my lesson, and there's a bigger chance of my car sticking out the rear than me hitting the parking stop. I just end up bottoming out every month or two on something or other (neuspeed race springs), and the zipties are gone.
Just cut that MFer off.. what purpose does it serve, really?
