it would probably cost 3x more than the lug nuts themselves to powder coat them. i doubt that people would do it unless they were super baller with extra money to spend and time. i would just spray paint them or something 
if constantly switch wheels either or p/c or not will still get messed up...save yourself money and just spray it down with a can...you can always touch them up later with the excess paint
