Default 1980 Honda Accord Idle issues.

My daughters 80 Accord has a rebuilt carb that idles fine, until I put it in gear. I have to raise the idle above 2000 rpm to be able to put it in drive. I do not believe I have a vacuum leak, as I just did the head gasket with all new gaskets/O-rings. Is there a certain valve I should be looking at? Or could it possibly be a vacuum modulator for the transmission? I do not see a modulator anywhere on the transmission. Any help would be appreciated, as I do not work on Hondas very often I am stumped.

check and make sure the throttle plate is not stuck!! I have an 81 that I put a carb on 2 months ago and mine stuck a little so I sprayed some wd-40 on it and not it works fine.
