Default 3k rpm idle, rebuilt motor...alittle high?

Just put a rebuilt b16 into a 91 crx...my idle starts at about 2.5k and will creep up to above 3k. I have tried closing the idle screw all the way down...no effect. I closed off the large inlet tube for the starting valve (it's supposed to let extra air in to ease engine starting) that is on the front center of the manifold. The only things I can think of that let air into the manifold are two valves: one on the back of the manifold, and one under the throttle body. Coolant is flowing through both. Could it be the ecu? This high of an idle was a problem on my last b17, using the same pr3 ecu. I need some advice on how to proceed. I'd like to get this under control so I can break in my engine well and not eat up gas at stoplights (it really made a difference last time).
