I'd buy it and replace the missing interior parts with regular Integra parts from a junkyard.
I'd also skip the JDM front and replace the front end with USDM parts found at, you guessed it, a junkyard.
That's what I'd do with an $8000 R.

I'd spend the bare minimum and replace the missing parts with USDM stuff. Then I'd turn around and make a couple grand profit on it.
a profit would be nice if it was a clean title.
chances are this baby is a salvaged title r. a 98itr with no comprehensive insurance probably isn't happening.
if anyone decides to pick this car up, i have a jdm front end for real cheap.

track car all the way.
Prepping an ITR for a season of wheel-to-wheel isn't cheap. If you balled up an 8K car, not as big of a headache as a 20K car. This would really make the perfect track car, you should post this in the Road Racing/Autocross forum.

put parts in hatchcrap!

I'd only do that if the R was wrecked. Any ******* can own a hybrid, an R is much more well-put together. Hatches need a lot more sorting out, and classing hybrids in racing organizations/autox is tough.
