Can you polish a wheels lip thats not polished?

yes you can, with alot of sanding and some polish.

Most machine shops can do it fairly inexpensive. Doing it yourself is very time consuming and unless you've done it before there is no guarantee on the finished product. If it currently does not have a polished lip you might have to get the painted portion redone after polishing the lip.
