Looking at a 97 Civic Sedan. The bumper is plain, is the 99-00 bumpers compatible? You know the ones with the fog spots?

no the 99-00 bumper will not fit on the 96-98 bumper without mods. You need headlights/fenders/ and a hood to put the bumper on

ever think about just getting a lip, like the mugen (fake or real), or the honda oem lip for the 96-98 bumper?

EDIT: And there is a type r lip for the 96-98 bumpers also

Well my brother has one on his 96 and it just doesn't look right in my opinion. The bumper is to bland. He has a sweet intercooler but it still does not look right. i kind of like those xenon urethane body kits. they look pretty clean to me. theyre just a little more stylish looking than stock bumpers. i was thinking about getting that kit myself.

dayum! that red sedan rocks. but yeah, it's just a 99-00 front. I like my '97 Civic with just the OEM lip. might look "plain" but IMO it's still aggressive while being subtle. Here's a pic:
