Take out the other one, take out the plastic one, pull the door apart at the bottom, pull up like normal to remove the panel and turn the screw while doing it.

If worse comes to worse you can use a drill and a small drill bit to drill completely through the screw. Be careful though, you don't want to screw up anything else.
