Default negative battery cable question

i switched my negative battery cable, and i noticed that one end attaches to the engine block/tranny thing, and the other to the neg terminal, but also it had a metal bracket sticking out of the middle of the cable that attached to the body of the car.

the thing is, the cable i replaced it with did'nt have that center bracket coming out from the middle of the wire, and i did'nt thing it mattered, but now my battery light is on again.

so does anyone know if that middle bracket coming off the center of the negative battery cable is meant for grounding purposes?????

cause if so, you might of solved my problem, thanks
