Default removing bumper brace to install an aftermarket front end on a 98 civic

I bought a new fiberglass front end for my 98 civic but it won't fit because of the metal piece that is behind the bumper. I need to remove the bumper brace. I don't know if that's even the right term for it. It's that long piece of metal that sits behind the bumper that provides protection for your radiator in case you were to rear end someone. Does anyone know how I would take it off? It appears to be welded, but I'm not sure. There is a bolt I can remove from it but it still won't come off. Any help would be very appreciated. thanks
