Is it me, or is one of the latest trends to run w/ the outer bulbs on, while leaving the inner ones off?

How is this setup? Are the bulbs simply removed (wont this cause the fast-signal effect?), or what else am I missing?

It looks pretty trippy, kinda coordinating w/ the headlights (outer bulbs on, inner highbeams off) ...

 

I don't know how it is there, but on my EE9, the blinkers are in the bumper below the headlights and cornerlights.
