Right next to the tranny. You should see the stamp on the block right under the distributor.

if you have a JDM motor, i assume you do, because the b16 dosent come with the 98 civic hatchback, there will be no VIN on the engine.
VIN numbers are an american thing.

Look at the very bottom of the block right behind the exhaust manifold. That should be the VIN #. Also, I think JDM motors do not have a VIN #.

so if they dont have a vin number - then how do you tell what year the motor is??

if the car is made in japan does that mean the motor is also??

*shakes head* no
the engine in your car, is not the engine that came with the car. it is aftermarket. now i highly dobut its a US motor, so there is no vin associoated with it. and unless your car is right hand drive, its an american car. no matter where its assembled.

now, to check the year of the engine, look above the header, you will see 4 stamps like circles. one of them will have the year in it. it will look like this 9|1 9|5 9|9 etc.

You got a first gen b16a head. There is really no way to actually tell what year the block is unless you bought the car new.

Edit: damn, im a little late
