sorry to rain on your parade but this does not exist. all projector headlights made for the 99-00 civic take h1 and h3 bulbs. None are designed to take a hid cause the actual projector lens would cost more than the headlight itself. If you would like to do this, you will have to buy a set of projectors headlights and an audi or bmw or s2000 projector from one of the mentioned headlights and retrofit it. This is the best thing you can do for optimum lighting but it ain't cheap. later
