What is the offset on the 94 Prelude Si. If the offset is higher, does it mean its farther away from the frame?

 

Different definitions have it different ways, but the most commonly accepted meaning is that higher offset brings the wheels inboard, lower offset spaces them outward.
I'm not sure what your offset is. I think it may be +55. But that sounds pretty high.
