radiator seeping..

radiator seeping..
i popped the hood today to check oil and noticed that there was a puddle of coolant on the radiator fan, there was dried coolant splashed around the area too. Also, there is coolant seeping out where the plastic top meets the fins of the radiator... Is it time for a new one? Its a 95 btw-
