Default my friend needs some reff help!!!

my friend has a 1991 hatch and a 1989 b16 motor in it.....

I see so much wrong with that picture.

what can he tell the reff?

tell him its a newer motor? dunno if that will work, we dont have smog here. um...throw in an ls motor for smog?

if he can get his hands on any other motor that will work, dump that in there for now and then swap again later

tell him to tell them he has a newer motor , like an LS or something...
those people dont really know about engines... besides they are not going to put all the engine numbers on ALL DATA to find out what year car it was produced on....they got a schedule to go for, and they gotta do theyr **** quick... isnt big of a deal...

Not true, things are a little different in California. The referee is extremely knowledgable when it comes to imports and swaps. They have plenty of time, as you have to make an appt, and they are thorough. First question they'll probably ask, what year is the motor, and is it US, or J-spec? If the motor is older than the car, 99% of the time, they'll tell you it's not going to happen. If you're very lucky, they may let it slide, but it's not likely to happen. When they look up 1.6 DOHC VTEC, the Honda Del Sol comes up, and you're expected to have all of the Del Sol motors emmissions equipment. They'll do a visual to ensure everything is in place, O2, cat, charcoal canister, check engine light, etc. I've heard that they check the computer as well, but they did not check mine. Then the motor is smogged, and it must pass by the numbers, or you have to come back and try again. The ref I dealt with was in Escondido, Ca, they were extremely serious, and to the point, but after my car passed, he was really nice to me, answered some various questions I had about exhaust systems and such, he was curious why I didn't have a performance exhaust, since I already had an intake and header installed (truth is, I was scared to put it on ).
