Default caliper retaining bolts

caliper retaining bolts
86 Accord dx. I replaced everything on my front brakes. Before I took of my (old) left rotor I noticed the lower caliper bolt was kind of loose. I tightened it and noticed that the wheel wouldn't even turn then. It seemed the bolt was going right into the rotor.I thought maybe the bolt was a different size than the other side but they are not. I thought the rotor may be bent weird or something, and they need replacing anyway so I put new ones on. It still can't screw in all the way without the wheel not turning by hand. If I tighten it down with a wrench and then drive, it makes a horrible grinding noise. What gives? I have never seen anything like this before.

Should I just get bolts that are a tad shorter? Why does one bolt down ok, and I can't tighten the other one down without this problem?

Thanks in advance.

Part 16. One bolt tightens down fine. The other one does what I said it does. I took them out and compared them then switched from one caliper to the next and it does the same thing on the other caliper. I have never seen a bolt that didn't have to be torqued down slightly. If I go past hand tight on this I get the symptoms. Every thing is the same spec caliper rotor, pads. Nothing is in wrong, I've done a million and one brake jobs before. Thanks for your help.

Are you sure you didn't mix up some bolts and put them back in the wrong place. If that's not the case, yeah get shorter ones but good luck finding them. Everytime I look for a fine thread metric around here people look at me like WTF.

Yea, washer is pretty clever. I think I'm going to pull the bolt, then go to the honda section in the junkyard and see if I can find a bolt that is a tad shorter. Thanks guys.
