dash harness vs. engine harness

dash harness vs. engine harness
do i need both. i'm converting a 95 nonvtec automatic civic into a vtec manual civic. i know i need a wire harness, but do i need both the dash and the engine harness or jes the engine harness. also, if i don't have a vtec ecu can i jes use a vtec controller to activate vtec and keep the nonvtec ecu?
