Icon4 Vtec bolts

I started doing some pre-maintenance on my 2003 CR-V LXI, and changed the front screen gasket that is part of the VTEC without any issues. However, when I tackled the VTEC solenoid, the first screw came out easily, but the second screw broke off. It seems that the previous owner lost the third screw and replaced it with a slightly longer one. This replacement screw has two washers to compensate for its length, and its head is 8mm instead of 10mm. I tried to loosen it, but it wouldn’t budge, and I didn't want to risk breaking it, so I re-tightened the first screw and left it for now.
I need advice on the best way to remove the broken screw, as well as the second screw, without having to remove the cylinder head.
