Surging idle, nothing is fixing this

Default Surging idle, nothing is fixing this

2014 Odyssey
idle surging, brought to dealer, they said needs new throttle
New throttle, based upon dealer diagnosis
bought Honda authentic part and installed
bought a Launch Reader, loaded with Honda
put on new throttle, preformed relearn
there are no vacuum leaks etc
Idle in park is perfect 740 +/- 50
put in drive,
‘nice and steady and slowly the car starts to increase speed
My foot is not on the accelerator
the car will idle up to 20 miles per hour
‘once past 20 a surging will take place where above 20MPH the RPMs will surge between 1000 to 1800, once it hits 1800 it drops immediately back to 1000, then climbs back to 1800 then drops
if the car slows below 20 MPH the surging stops and it keeps a steady throttle to 20 MPH, once past 20 then the surging starts again, foot has never touched accelerator

as car is slowly accelerating from 0 to 20 MPH I decided to put into neutral
So I put car in neutral while car is rolling and it’s between 3 mph and 20 mph the idle will go to 1800 then drop to 1000 then up to 1800 then drop to 1000 over and over
once car is slowed below 5, still in neutral, the surge will now increase, as though it senses car is below 5MPH and adds a little more fuel to reach beyond 1800 to 2200, so now it’s 1000 to 2200, until speed is below 3 MPH
‘after 3 MPH as car is slowing in neutral back to zero MPH the idle goes back to normal
So get this, now the car is slowing down, hits zero, idle is fine, and I’m on a small incline, I take my foot off the brake while in neutral and car starts rolling, which is fine, it’s in neutral and once the speed hits 3MPH rolling down the hill the surging starts again

so, so now I’ve determined the idle is influenced by vehicle speed in neutral
what I need to know is, what piece of information, or what’s sensor, or what signal is being sent that says, 3 MPH start increasing RPM
‘and specifically what is causing the idle to go to 20MPH
this is not normal

I’ve reset the throttle multiple times
the Launch reader has two other codes
TPMS, which is the #2 tire
ABS code 83-01 PGM-FI, which google searching does not bring me anything I can address,
‘though I’m trying to figure why the ABS is talking to the PGM FI, and if there’s a connection here
perhaps a sensor sending bad info

any help would be appreciated

Solved

power steering pressure switch on bottom of car near front axle, right side I believe, one of two wires was broken
fixed problem completely
‘replaced switch
replaced wire connector and splice wires
