EOBD came out in 01.
There should be a pale blue two wire connector near the ECU.
Check under/behind the glove box door or down in the passenger side footwell above the toe/kick panel.
There may also be a three wire pale blue connector.

To check for codes;
Jumper the two wire connector with a paper clip or wire.
Turn ig ition to II(ON)
Watch the CEL/SES lamp for engine codes.
On automatics the D4 lamp will blink codes as well. These are specific codes. A code 12 from D4 lamp is NOT the same as a code 12 from CEL.
ABS and SRS will also have their own specific codes.

F18B2 is the short stroke version of the F22B1. Solid engine.

Do all the warning lamps work?
When turning the car to II(ON) warning lights on the dash should all come on briefly and then turn off. The rest of the warning lamps will turn off when the engine starts.
If the CEL/SES or any other warning lamps do not come on then you will need to replace the bulbs as that is the only way to retrieve codes on non-OBDII vehicles.

That is probably from the VTEC not activating.
Check the VTEC oil pressure switch is not leaking.
Check the VTEC solenoid screen gasket is not fouled with junk.
If you have low oil the oil pressure switch will not activate and VTEC will not work.

Check the oil pressure switch for continuity.

Check the VTEC solenoid functions. Disconnect VTEC solenoid connector from harness. Use a jumper wire from battery positive (+) to VTEC solenoid wire.
You should hear the solenoid click when power is applied and click again when power is disconnected.

If the above work fine check there is not restriction in the exhaust.
Disconnect the exhaust after the O2 sensor(if applicable) and see if the car has power. It will be loud.
If the car can drive normally with exhaust disconnected then the exhaust may be damaged or have something inside it causing a restriction.
