Default 96 Accord P0715 Transmission not shifting properly

So, I own a 96 Honda Accord EX, with the 2.2L VTEC and 4 Speed Auto. Recently, I noticed the shifts becoming delayed, usually I have to take my foot off the gas to let it shift. I'm getting a P0715 code - Input/Turbine Speed Sensor Circuit - I've tested the sensor all the way up to the PCM and I'm getting a good signal. And when I clear it, it only comes back when I know the car tries to shift. And I recently replaced my ECT that fed into the PCM, which it was snapped near the connector, and now the car no longer shifts when its warm. It shifts like 1 time when cold, then no longer shifts. I'm also noticing a very harsh downshift when slowing down. I also am pretty sure that it starts off in 2nd gear, rather than 1st, because when I think I'm in 2nd gear, I shift it into 2, and it goes down to what I call 1st. And I shift it down into 1, and it doesnt shift down. Does anyone know what I should do? I'm thinking of replacing the transmission, but I wanted to check here first. Any advice or tips help.

On the right side cover of the trans, turn steering wheel full lock right for better clearance, there are the main shaft and counter shaft speed sensors bolted into the cover.
These are magnetic pickups. Over the years they become fouled in ferrous material.
10mm wrench to remove bolts.
Gently twist the sensor to break it free and then pull out.
Wipe off the end of the sensors.
Coat the O ring with ATF, and reinstall.

Changing the fluid at normal intervals removes this material from the fluid.

Verify the throttle valve cable from trans to throttle body is properly adjusted. 12mm open end wrench, two makes it easier. There should be no slack nor any pretension. Once the throttle begins to open the cable should begin to lift the lever.
Also, remove slop from throttle to pedal cable. Same, remove slop, no pretension.
