Bent Front Jack point

Where else in front of my 98 honda civic is it safe to use my jack if the area whet jack goes is bent.

It isn't. You will need to use the side jack points just behind the front wheels instead. It is not uncommon for aftermarket core supports to be sub-standard in construction and bend easily under the weight of the car at the jack point on the front... this may be your issue.
